I initially understood it as "these ascendancy tattoos will disappear after the event ends"

but some people understood it as "these ascendancy tattoos will only exclusively drop from this event (and not in future tota when it goes core) implying that you can carry these tattoos over to the normal leagues."

Neither of these can be known from what was said so far.

What is meant by "exclusive to the Return of the Ancestors" is that they will only drop during the event, *for now*. They will not be available from other sources at this time.

GGG basically never says "here's this in-game thing we're giving you this once and will definitely never make available ever again". It would be weird. They spent time making it. If people like it, they will probably bring it back. Either in the main game (probably with changes), or for special event use.

They do sometimes tell us *afterward* that something is never coming back (usually because it's completely broken and they're pretty sure they can't fix it). But even that it quite rare. GGG are, overall, a pretty optimistic group when it comes to this sort of thing.

As to whether they will be able to be migrated out of the event (either during it or after it ends), that is currently unknown. I expect they will be able to go to Standard at least. I mean, they let us keep the discontinued tattoos from the original TotA league in standard, so I don't see why not.
