Is Abrasive Catalyst supposed to increase "less attack speed" values?

When using abrasive catalyst on Warrior's Legacy, I noticed that the modifier "Less Attack Speed" also increases in value, but if it increases, it reduces attack speed, so we actually lose DPS when using a catalyst meant to increase attack modifiers and therefore DPS.

Quality is just a multiplier.
20% less * 1.2 = 24% less

Yeah, but is it working as intended? Shouldn't it decrease modifiers that reduce damage, instead of increasing them?

Accelerating catalyst is also increasing the value of "Less Attack Speed", which is hilarious to think that you are using a speed catalyst to have less speed.
