Remove T17 Mods From Low Level Memories

I got 1 shot in a T7 map. Apparently these do 40-50k unsuppressable damage? Why would it be okay to have these in lower tier maps?

people already didn't like the T17 mods. Sad to see them lean into them even for non T17 content.
