Are you supposed to be able to see Citadels in the fog?

I must be blind or do have to complete so sort of quest before i can see the spire of light that i swear was in 0.1 where it showed you the citadel if you were close to one?

I've looked multiple times around the edge of the fog and even further into the fog and i cannot see any indication of Citadels

They're definitely there; if you're not seeing them you either don't have any nearby, or your fog is bugged. I would wager the former is more likely but you never know.

I thought there was supposed to be some sort of spire a light, really odd i haven't seen a single one and i think i've cleared a fair chunk of the map too

Just had another look, i can see tips of tower, tops of mountains, and the red glow of the corrupted nexus's but zero Citadels
