Sugestions plz - My Templar Sux ATM

Hey guys... This Templar is my first char.

I tryed to follow the Krips biuld, but i really dont like this... I feel like I dont have enought dps to my lvl (and i know my char sux because of my gear) and never found good upgrades=/

So I was thinking about utilize my 7 refund + 1 unalocked point + 5 regreat to try to make this char a double totem ice spear.

My question: Is this viable? Or is better if I keep this and try to find better gear? I will feel better with a double totem biuld? What points is better to refund?
