Persistent Buff gem being consumed without giving me the skill.

I’m a level 27 warrior completed the first ascendency trial. I have a base of 30 spirit and have herald of ash as a persistent buff. I rolled a +35 spirit on some armour so though I’d try pick up another persistent buff.
I used 4 level 5 persistent buff skill gems to try get scavenged plating. Each time consuming the gem but not giving me the actual skill gem. Any reason for this or is this a bug?

It could be crafting the gem, but leaving it in your stash. Did you check there?
