High Velocity Rounds won't build armor break with supported gems

So I noticed that High Velocity Rounds is a physical skill and since it does big damage against armor broken enemies I got the idea to use Splinter *Break Armor equal to 15% of Physical Damage dealt by Supported Skill* and seeing how High Velocity is a physical skill it should still build armor break and I did test it and found that it won't consume armor break if the armor isn't fully broken so it isn't prematurely consuming armor break.

So I suggest that if it cannot break armor itself and only consume it then it needs to explicitly state that and the support gems that give armor break should not be allowed to support it.

Now if this is a bug and it is intended to both break armor and consume armor break then I am here bringing attention to the fact that a supportable skill is not being supported correctly.
I don't always get boner in the Burger King drive-thru, but when I do it's a Whopper.

Yeah you can't really believe everything on build sites, also the creators of the builds themselves don't typically update the build too with patches and hot fixes so you end up with an antiquated build that doesn't work how it says.

I'm so frustrated that it didn't work because I REALLY wanted High Velocity to do both, I get it might be a little overpowered doing both but it just becomes cumbersome to constantly swap ammo just to consume armor especially in high stress situations.
