Cannot allocate jewel socket in weapon set skiill tree

As in title. I'm trying to add skill point into jewel passive. It seems to be impossible in weapon set due to "Requirements not met". Is it expected or no?

+1, hit the same problem of not being able to allocate the jewel socket.
