Tempest bell targetting too "sticky" on controller

On controller playing icy strike, Tempest bell is always targeted over other monsters. This is good when you want to hit it, but sometimes a mob moves out of the range or is behind you from where you place the tempest bell down. If you try to manually target the other mob you usually still move to attack the bell. This is exacerbated by ice strike doing the dash to your target.
If you are manually targeting a mob that should override the bell target.
