Mask of the Tribunal - Sources outside of the boss drop doesnt always have 3 implicits

Hey,

while doing the vendor recipe for rerolling a unique, i saw that my Mask of the Tribunal now only got 1 implicit, instead of 3.

a bit confused i've checked the trade site. right now, there are 9113x 3 implicits on the market, 5x 2 implicits (all of them Foil) and 71x 1 implicits (4 foil)

This led me to the following assumption:
The Boss drops a version with 3 implicits. All other sources (Puzzlebox/Vendor) can roll 1-3.

Yes, Mask of the Tribunal can have 1-3 synthesis implicits. When it's dropped from Uber Venarius, it guarantees 3 synthesis implicits. I don't see how that's a bug.
