Allow T17 maps to be run white for the 5th slot

My idea is quite simple.

Right now, outside of farming them, T17 maps serves two goals:
- Giving access to the 5th slot of the map device
- Farming uber fragments

For the second one, it makes sense to force us to play them rare with a bunch of bad mods. It does not for the 5th map device slot.

So make it so if we decide to scour it (instead of being a chaos modifiable only), then it can still unlock the 5th map slot BUT will no longer drop an uber fragment or even any of the specific uniques of these maps.

At least, we would not be blocked for the map device while being a challenge to those going for ubers.
