Veiled ord doesn't work as written

Hello GGG!
Veiled ord doesn't work as written. It doesnt "Removes a random modifier and adds a random Veiled modifier to a rare item". It just reroll all mods like chaos orb and add veil mod like veiled chaos orb works.
But new veiled orb works same as asling when y apply veiled orb with veiled mod already exist on item, so y cant just reroll item again like you can with veiled chaos previously.
So, new veiled orb works same as veiled chaos with one exseption,when veiled mod already exist on item, so y need spend 4div more for another attempt.

Pls give some explanation. This is bug or what?
