Potential Frenzy of Onslaught bug?

My frenzy charges are being consumed even though I don't have Frenzy of Onslaught slotted in anymore. Ever since I used Frenzy of Onslaught my NORMAL QUALITY Frenzy gem has been acting like Frenzy of Onslaught removing charges but not giving me Onslaught. To be clear I do NOT have Frenzy of Onslaught in any gem sockets. I don't understand why my frenzy charges could be getting removed but no other charges (power, endurance, inspiration charges stay). Phase Run consumes Frenzy charges to increase its duration.
