'Consecrated Ground when you Hit a Rare/Unique' doesn't work for proxies... unless they're dead?

This stat, tested with Ascendant's Inquisitor passive and Zealotry (but also available on Affliction league charms), doesn't appear to work for hits by non-player objects, unless the object has died.

This shouldn't be correct. The on-hit effect is a property of the skill, not the object. Even if this effect is intended to work purely for players, hits by dead objects don't become hits by the player (or reflect maps would be extra fun).

Testing:

Fireball mines cannot create consecrated ground if they are detonated near the enemy, but can create ground if they're thrown farther away, presumably because the additional travel time gives the mine time to complete its cast time and die. Video (youtube).

Skills that hit immediately after detonating, like Hexblast, don't have a chance to create ground at all.

Storm Rain ballista totems don't proc this effect until the first totem dies. Video (youtube). See # of active totems displayed in top left.

(It's possible there's another factor involved, but I can't find it.)
