Mega Huge Lag Spikes and Freezing with Mob Spell Effects

I honestly cant remember any other time PoE has ran this awful for me than past day or so.

Any kind of spell effect that goes off freezes my screen for seconds until point I die. The lag spikes are insanely high too.

Loading screens are taking soooo long too, while normally on M.2 drive they are super quick.

Not sure what's going on but don't think it's my PC at all. Tried changing so many settings and specs but nothing seems to work.

Ryzen 3700x CPU
GeForce 3060ti GPU
32GB Ram

EDIT: Spoke to my ISP and they say my router is up-to-date etc...

EDIT 2: Everything was working fine for 15min earlier while I was playing, shortly after getting off phone with my ISP.
Now I came back after dinner and everything is the SAME or WORSE as before???

EDIT 3: Deleted some files from PoE folder and re-Dload game again.
Same issue with spell effects (but mostly the ice stars)

All my other games are running fine/smooth/low CPU and GPU usage too so I don't think I have broken hardware.
PoE was also running FINE at very start of league.

EDIT 4: Uninstalled PoE stand-alone, switched to Dx12 and Steam again; same issues more or less. Some ice star explosions are a bit more manageable but it's still causing massive pings/freezes. Getting game crashes too when the initial Crucible graphic pops and when Ritual encounter event pops or ends - game crashes to desktop

Wanted to add as well this is *mostly* happening with the mobs that are doing those ice star explosion effects, the one that branches out and leaves a bunch of ice lanes. It's also happening with Deli mirrors. My PC normally handles everything fine but nothing is working lately.

Even when I go to Dash or something game will freeze/stutter/crash due to some intense graphic or ping, or mix of both.

Game is unplayable...another league launch with some kind of bug. Still in acts because I keep dying whenever some rare mobs uses some sort of spell/graphical effect...

I've tried so many different settings, lowering GPU settings, restarting PC, powering down and restarting router, verified integrity of Steam files, GPU driver up to date, restarting game and PC, shutting down all browsers + programs and just running PoE solely.

All my other games work and function fine. I can have multiple tabs/music/discord/Twitch all going at once with them.

I don't know -_-

I'm neither of those but thank you.
Been going on since last patch update so Idk anymore.

So, after uninstalled PoE from Steam and d-loading the stand alone client to try, the exact same thing is happening....Sunday night now and still stuck in campaign.

Just got no idea anymore...

OK, not sure if I did this right but here is the link.
Yes, I tried changing servers too.

Also read something in another thread that Filterblade is causing issues if you auto d-load and sync, so gonna try to delete my filter too now and play.

EDIT: Deleted filter and changed Lockstep from auto to predictive...no change.

Any intense graphical spell from any rare+ mob makes everything freeze and stutter for 5-10 sec then I am dead when screen unfreezes.

I'm just done...Idk what to do anymore. Tried d-loading game again after removing some cache files and .gkp file or w/e it's called.

Cleaned out all the dust from my PC

Restarted router again, unplugged all fiber cords and ethernet cord too

Changed most settings to low/default in-game for graphics and sound

Everything is fine until those damn ice star bombs (that leave ice lanes) happen...and 90% OF THE MOBS THIS LEAGUE DO THEM??? It's anything too graphically intensive but the ice star attack is worst offender, that makes CPU/MS spike insanely high and freeze the screen.
