Large amount of cooldown recovery rate WITHOUT belt slot?

I've accumulated quite a bit of money this league and was thinking of buying a mageblood for funzies. However, my current main is a wardlooper and my belt is providing 20% of the magical 27% CDRR stat needed to maximize casts.

Any alternatives? All I can think of would be that chest with 6 abyss slots and 6 3% cooldown recovery rate jewels, which would screw things up since I wouldn't have my 100% global defenses anymore.

You can get up to 20% on Shaper boots IIRC, unless that has been changed or removed at some point. You can also get up to 10% on boots without needing a boss/unique from one of the eldritch currencies (higher with boss/unique). Also like 4% from Anomalous Temporal Rift.
