Split Sceptre cannot unveil 4s Trigger mod with veiled chaos orb

I've already unveiled 30x in a row without seeing 4s trigger craft on my sceptre using a veiled chaos orb. I am blocking with crafted "dmg per endurance charge" which should increase the chances to around 1/3 to see this mod, but it's unable to roll this.

Completely sucks though. This and another post have lead me to question if all the weightings on CoE are correct. |
