Expedition chance to drop fractured items.

I ran a logbook earlier this league where a lot of the remnants had the modifier "runic monsters have a x% chance to drop a fractured item" or something similar.

I can't find any information from google searching about what area this mod appears or if it's just completely random.
If anyone could enlighten me on the location or conditions of this suffix or if it's just complete random chance i would appeciate it.

All Expedition Remnant suffixes are random, and not based on area. If you saw a lot of them it was just happenstance.
