Resolute Technique Question

So it removes, crit chance and guarantees hit. I understand that part, does it effect projectiles in that manner such as the lighting shards from Lightning strike or an arrow or casting skill? Do they still have a chance to miss. Or does everything hit no matter what?

Just curious if they only works on melee based physical attack skills.

It works on everything that uses accuracy against the target's evasion. So, basically, everything but spells.

Dodge is not evade.
