I have some confusion about the highest tier of exarch/eater mods

So for this chest right here I want 3 to max cold resist and I had the mod for 2 max resist as a "grand" implicit and with the orb of conflict it hit exceptional but is still at +2.

Before I go bricking my chest armor and needing to roll for purity of ice again, is the way to get +3 to keep using orbs of conflict to get a higher tier? I was under the impression exceptional was the highest.

Exceptional is the highest from the currency. The 2 highest tiers can only be had from using orb of conflict.
