"of Movement" enchantment makes flask unusable

As the title says, the flask enchantment "of Movement" (Grants Immunity to Hinder/Grants Immunity to Maim) is rendering the flask is it applied to unusable. Hitting the key to use the flask still makes the sound of the flask being used, but the charges do not go down and Maim/Hinder do not go away. I have had this on two separate life flasks now.
