Does inpulsa herald of ice work with IIQ IIR?

I can't find a solid answer anywhere and people are claiming that Inpulsa does not work with Magic find.

I am using the following loop to chain
Herald of Ice - Elemental prolif - innervate - icebite
Inpulsa armour.

I am using this on a magic finder and some people are saying Inpulsa does not work with IIQ/IIR.

Does the IIQ IIR apply to the chain reactions?

How they explain it? Maybe they mean mf support gems? I don't see a reason why Inpulsa wouldn't work with IIQ/IIR stats. The explosions are yours, your stats affect them. I can't even remember a mechanic in PoE that prevent your IIQ/IIR from working. Minions don't count, they don't have your stats. Even minions are affected by your IIQ/IIR.
