Orb of Horizons Bugged or Bad RNG?

I've noticed that this League for some tiers I keep rolling only 3-4 maps with Orb of Horizons even though the map pool is a lot bigger.
I just spent 60 Horizons to roll a T16 Promenade, but I kept rolling only: Summit Arachnid Nest Alleyways Fields Even though there are 8 total T16 maps. How so? Tried rolling on Maze and Necropolis maps, but they turned to one of those four and kept rolling only to them. Last bumped on Nov 26, 2021, 10:07:27 AM

this is because those 4 are the only "natural" tier 16's that only appear as T16

Horizon orb only reroll map into map that naturally in that tier.
