About Vaal Cold Snap burst of cold

Really noobish question if I do say so myself but I want to be sure.

I made my Duelist with (blood stance only) Bladestorm + LL + LoH support gems, which for boss fights is very powerful and allows for rapid life recovery even with hard hits and damaging ailments. I know it works because of the blades in the storm have their speed based on your char's AS.

Today I wondered, for my "Assassin Mage" Scion, if the mechanic for Vaal Cold Snap is the same concerning its vortex of cold it generates around your char.

My testings are not clear enough to dissipate my doubts. I would think it does not work because it is not based on your char's cast speed, but because the shield regenerates fast, I can't seem to find my answer by testing it. Anyways those testings show a big recovery of my ES when I cast a Vaal Cold Snap when massively encircled by monsters which would give me want to keep this. But it may exists a better slot for an ES Leech support gem on my char.

Vaal cold snap is a spell thus cannot benefit from LoH support. Also its vortex deals damage over time. DoTs do not hit.
