Help -> 100% SST Cold Conversion?

I have Watchers Eye with 40% and I have the 2 passive notes just east from the ranger start of the tree but how do I get the last 20%? What is my options? Plz tell me all options.

Yup, only gloves.
Hrimburn/sorrow for leveling/budget, good rare gloves with crafted or unveiled mod for late game. Украина в моём сердце

Ah I didn't know about the weapon mod! Yeah that means you can get 100% conversion without the super expensive watcher's eye jewel: 40% from tree, 30% from your axe with crusader mod, 35% from unveiled glove mod. The jewel lets you drop any 1 of those and still hit 100% too.
