Craft Reroll the values not working?

Hello,
So Craft from Harvest Reroll the values of Prefix,Suffix and IMPLICIT is not working on Expedition Logbook's!
Is that intented or not?
It doesnt change's the values of the Item implicit modifier on a rare Logbook. Which is simply lucky divine+blessing.
