Monster kill 20% or lower

Ok i have a problem, is this mechanic made to one shot low life builds or this is a mistake/bug. i play low life build, and i took "monster kill 20% or lower" in expedition, so should i avoid that node becouse i am always under 20% life or this will be changed so energy shield can play it.

If you are under 20% life, then you will have to avoid this mod. It is intended and not a bug.

just avoid the mods that counter your build.
