metal scraps?

How do you get metal scraps for Rog the Dealer? I tried looking it up but I'm coming up empty handed. Am I missing something here?

Each of the NPC's has their own "re-roll" currency. When you encounter them in the wild, you will sometimes get these to drop. Not all that rare, but not common enough to waste either. Good balance. Save them for when you really need an upgrade.
