"Increased Effect of Cruelty" Stat does nothing

Testing with new Cruelty skill gem shows that the attribute "Increased Effect of Cruelty Granted by Supported Skills" does not work.
Tested by killing very weak enemies in a low level area to ensure maximum effect of Cruelty Buff DPS Without Buff = 272.2k DPS With Buff on 21/20 Gem = 407.5k DPS With Buff on 21/0 Gem = 407.5k DPS With Buff on 1/0 Gem = 407.5k In all cases, this is exactly a 50% increase in DoT. With this attribute broken, Cruelty does NOT grant any increasing damage over time as it gains levels or quality, meaning high level gems have very little value.
