Cyclone Stuttering

Hi,

I've noticed that cyclone has been stuttering a ton. I've tried tweeking video settings, network mode, MTX, all of it. Currently on the setup I have the skill costs zero mana and even if it did, it still have mana available. It's essentially made the character extremely difficult to play. This happens when there are no enemies around and even in my hideout.

Any help is appreciated.
