Can you chance The Primordial Chain in 3.14 Ultimatum?

With the drop pool of uniques increased this league I am wondering if you can chance The Primordial Chain from a Coral amulet in 3.14 Ultimatum?

Yes. The Primordial Chain was a Delve-exclusive, and was indeed already possible to find it from other league-exclusive sources (like divCards that rewards you with unique items).
Since 3.14, the league-zone restriction has fallen and, since the only requirement to drop Primordial Chain was to be in Delve League, now you can chance them wherever you are, with whatever Coral Amulet you can find.
