Duplicate Cobalt Watchstone

So iv had this cobalt watchstone since they first came out, didn't play for ages, atlas had its reworks.
now iv got a duplicate cobalt watchstone for New Vast i cant do a thing with. i can only take it out of the storage slot on the left and put it back again or carry it around in my inventory thats it, can't be slotted into any of the citadels, currently haveing to keep my second one permanently placed in a citadel as it wont go anywhere else.
