Can't craft -9 Cold res with harvest crafting on hubris circlet

I'm getting an error when I'm trying to craft on my Hubris, but it shows the message not available mods.
It's Redeemer and Warlock-based.  I'm trying to add the -9 cold resistance and I have a slot open(1 suffix open), not sure if I'm missing anything?  Last bumped on Feb 25, 2021, 12:02:16 AM

what item level is your hat? it needs to be 85 to roll this mod.

Did the craft's level limit the mod they can roll or just the ilvl?
