Kintsugi question

So I saw a post from a year ago saying that if you block, the increased evasion doesn't proc. They were asking if it was a bug or if the wording is just bad. I know block counts as a hit, but there were others no reddit backing up the claim. So does blocking a hit not count as being hit recently? Also curious if this goes for Wind Dancer also.

So here's my actual question. Will wearing Kintsugi with Mistwall (Max block chance if you haven't blocked recently) mean that if the first hit I take is a block, the 20% damage reduction from Kintsugi be completely useless? Or if how it was stated in the reddit forum, will it not proc until I actually take damage?

Of course, if you go Glancing Blow or use anything that makes you take damage from blocked hits, Kintsugi will become useful.

That said, a Dodged hit does not count as being hit. So does an Evaded hit.
