I think I know why that is happening.

I am trying to play Wave of Conviction with spell echo and Plume of Pursuit and I realized that the second wave is hitting, but only at the very end of its aoe, after the first wave disappered.
I am assuming that is because there can only be one wave at the same time, but it takes a bit until the wave from the first cast disappears and until then the second cast can not hit.

So unless the enemy stands at the very endge of the range and you let the second wave go all the way without casting again it will not hit the enemy. It would be fixed for spell echo if the first wave is the one that stops dealing damage when the second is created, even while it is fading out. (even though it would seem like there is a small part of the first wave that doesnt deal damage)
