Either this is intended and the wording on the ascendancy is wrong and should be update to say: "Your minimum power and endurance charges are/is 4."

Or its a bug and its not stacking correctly.

Thanks for your report, you number of Minimum Charges cannot exceed your Maximum number of Charges.
For example, if you have 4 Maximum Power Charges and 5 Minimum Power Charges than only 4 will show up. You will need to increase your Maximum number of Charges in order for the Minimum Charges to show up.
