Debate about Freezing Pulse with Added Lightning Damage and Static Blows

I am hearing huge argument saying that Added Lightning Damage rarely gives shock stacks on monsters that doesn't already die in 2-3 hits. And 1% is harder to achieve from the lightning damage. Half the people I hear says you should use it, while the other half says it not efficient to use. What do you guys think?

Secondly are the +cold damage passives useful? Most builds I've seen never uses those nodes, why not? It seems counter intuitive why there isn't.
