My followers level is stuck and can't level up Please help!

My Karst Follower cannot level he is stuck at level 2 agility, and I've done multiple mission and it is still stuck at 2. As you can see from my post I need no exp for the next level but he's not leveling.

You're completing the heist entirely right? (Obtaining the green item, then handing it in at the end)
I think the follower only gains exp if the heist mission itself was completed |

Yes I've grabbed the green item every time, he won't level up. The level is stuck.

he cant lvl higher then lvl 2 agility and 5 lvl lockpicking and 3 lvl perception
