question about 'Inspired Learning' Jewel

I am a little confused about how this jewel operates. I am pretty sure the requirement is met (4 Notables in radius) however after I kill a magic monster there is no indication of gaining a modifier. I would assume a 20 second buff icon would appear, however i dont seem to see one. I have noticed it seems like I get a speed increase sometimes after killing a magic mob but i am not certain of it is attributed.

You get one of the monsters modifiers when killing a rare monster (yellow).
Killing magic (blue) monsters does not give you any buff from the jewel. @SpyChicken

I meant rare. the yellow ones I know.
its socketed correctly for sure but I get no indicator after killing rare mobs |
