We had the same skill in Diablo2 (Necromancer passive tree IIRC).
During all my years of D2, I've never used it (or maybe 1 point as a prerequisite for the next skills of the branch). It was probably the most annoying skill to be used in the game anyway :) |

If wouldn't be such a bad gem if the game was different and you had to do crowd control to avoid getting overrun. Then it would make sense to separate the normal monsters from the rare to deal with it alone.
But it would still need to have a damage modifier. I suggested several years ago it should do +x % more damage. | |
" As someone who didn't play back then but has watched videos, yeah, this seems like it would've been a fine addition in the 2011 beta days, but it actually wasn't added until mid-2012 when the game was too fast (despite being way, way, way slower than now). It's probably a gem they had the idea for but then took too long to implement in a way they were satisfied with. The theory, at least, seems to be that back then, you wanted to be able to focus fire a rare surrounded by white mobs, and so you make the white mobs flee which gives you more dps time on the rare (rather than kiting time, since kiting was necessary even for single packs back in 2011).
