Endurance charge w/o enduring cry/warlords mark?

Is there any other item or skill which makes it possible to get endurance charges without enduring cry or warlords mark?

Nope.
Not unless you're in a party with someone who has Conduit. Then the charges are free and you don't have to do anything. That person still has to use EC or WM though. |

Then how would someone get endurance charges in pvp?
Hopefully there is a unique belt or something that gives charges on crits or something | |

You would use Enduring Cry to get charges in PvP the same as you would in PvE..
