Games like PoE are never finished. "Beta" is just a label for PR purposes, so they have something to announce when they decide to take it off.

Other than the overall character individuality that is slowly disappearing with remakes, the game is still making steady improvements. Although I don't see how you get the internet not caring from LoL rather than from something like CoD, which is still tech played over the internet.
