Can someone please help with my connectivity issues?

I've been having issues with the games since 3.10 I'm a returning player and my ping never went over 100ms in Legion and Blight. Now, in Delirium, it's always upwards of 160 and rubberbands every 5 to 7 seconds! This is specially frustrating, given as how I'm playing Flicker Strike Duelist right now. I often find myself blinking to enemies, not damaging them for a good 2 seconds, then rubberbanding back a long way, and suddenly dying. I can confirm that these issues are only with PoE, as I also play a lot of PUBG whose servers are arguably even farther away. Some form of help or enlightenment would be appreciated. I use SEA servers primarily, although I switch to California every now and then because, for some reason, the latency is just the same!

Your WinMTR looks ok, but sample size is to small. It's has to be 500+ packets.

Still the latency spikes between your house and your ISP network.
Please try contacting your ISP support and show them the WinMTR report.
