downclocking and underperforming issues on RX 5700 with video.

I bought an RX 5700 to fit my Ryzen 5 3600 in hopes I could finally play Path of Exile without fps drops unter 60. Sadly there seem to be some driver or optimization issues with the Game. Even tho I play without a framecap the RX 5700 wont give 100% of its power and does't even clock up to its max shaderclock. While just standing in town I get about 80% GPU load but when I go into some more performance demanding action the shaderclock and GPU load drop while my fps are also dropping. I made a little video showing 3 min of gameplay with GPU, CPU and fps stats which show that exact problem: View: https://www.youtube.com/watch?v=dTImfnsCkys GPU/CPU stats in top left and FPS in top right (sry for the german language but I'm sure you can figure it out) You can clearly see the shaderclock is barely crossing the 1000MHz ever, while GPU load is sitting at 60-80% but my frames are constantly dropping to 40 and lower. Weirdest part about it I get 100% GPU load and 1700MHz clock in the menu as you can see in the very end. Also it cant be CPU bottleneck because CPU is barely reaching 50%. Things I've already tried to fix the Issue: -fresh windows install -tried some older driver versions -messed around with all the ingame settings -messed around with overclocking -set every windows and radeon driver options to high performance -haven't tried other games but I did the Heaven benchmark which wasable to utilize to the full load of the GPU -set PCie to 3 -cried 4 times none worked If there is no fix to this issue because the driver is simply shit I will definitely try to refund the card and get a GTX 2060 instead Hope somebody has a good solution for this. UPDATE: I have done everything humanly possible in attempt to fix this issue and can now, with 100% certainty, eliminate every other possible cause for this issue except AMD drivers and optimization of PoE client. GGG, please sit down with AMD to fix this. Since this is an extremely popular GPU choice for high-midrange gaming rigs this should be high on your priority list. GGG is aware of the issue with the card/driver. Don't know if there is anything in that large thread or not, but there is some info that GGG needs like a DXDiag report. It might also be prudent to email techsupport@grindinggear.com and see if they have anything else. I get that. You should look through that thread anyway as there may be useful info in there, despite what the title of it says. People post blindly on these forums and don't pay attention, so there may be something in there that relates to your specific issue.
This is the first time I have seen someone post about something like this. Again, I would email GGG. They may have some insight as they have been dealing with a shit ton of issues with that card. " This is confirmed as known issue by AMD: Some games may exhibit stutter or appear to be downclocking on Radeon RX 5000 series graphics products. Some future release of drivers will fix it, but who knows when. Also, issue can be present even in older drivers, but was identified just recently. |

" you're missing something big. 1. I have a Vega 2. I am using the vulkan workaround now, which increases the poe performance by a multiplier of 5. this is not an issue with amd. poe is the issue. Last edited by LMHTB#2931 on Feb 11, 2020, 5:54:04 PM

" So you are using an unofficial, not in any way supported or endorsed mod by devs that drastically changes the way your GPU renders a game environment....and you have issues? SHOCKER! It's an RX 5700, that's one issue, the second is that you bought a card from manufacturer that prioritizes their GUI looks over fixing bugs, you can go to any game's forum, or even any tech forum out there, and you will see loads of topics and discussions involving those cards. As i said in that vulcan mod topic, it's only a matter of time before someone tries out the mod, hit's an unexpected behavior and blames GGG. You use a 3rd part modification and end up experiencing odd behaviors and you don't even consider that it might be an issue with the mod and something in your system? Are you sure you don't want to switch to a console? No rest for the wicked.
