well when in party, there are more drops so depending on your party settings the drop might be allocated to him and not you.
So no bug here regarding drops. Just you not understanding game mechanics. :)

Unique boss drops in the majority of cases are always allocated to the owner of the map. Bestiary bosses, Delve bosses, not sure about Breachlords though. Doriani's Machinarium boots are also allocated to the host. I think Perandus Manor final chest's unique item not allocating to host by default is one of the exceptions to the rule.

i setup permanent allocation loot. But when item drop, i see gem not for me, i drop 1 gem+ 1jew+ 1 watchstone, my loot is jew+ watchstone, him loot is gem.

he offline and i lost gem now, very fast, i dont see him run, move to gem. I cant take gem because loot setup make me cant take, why???????????

Do you have a link to confirm this because as far as I know, that is not true.
I have mosted many party's and maps where the drop goes to other people.
Only map drop are always for host.
