Flat added fire damage on Bows--wrong affix or wrong tier

In the screenshot, here is a bow with supposedly T1 added fire damage, yet the average damage is barely more than the T6 added lightning damage affix. Also, this supposedly T1 affix is called Scorching when the actual T1 added fire damage affix is called Carbonising. Either the assigned tier number is wrong, or bows are incorrectly being prevented from rolling higher added fire damage tiers.
