This was intended with the addition of custom loot filters. After hearing the communities feedback we've since re-added these.
"
Also the custom ones reset every menu open or instance change. Until you open menu up few more times then it turns back on
We noted that there were bugs with this feature in the patch notes.

I really want custom filters.
Can you not allow custom filters and still have the NS default set available?
Custom loot filters are still possible; We've just re-introduced the in-game ones now as well.
