Packet Loss from Network Layer

I'm having some consistently heavy packet loss downstream that started Friday. I assumed it was increased traffic due to ExileCon, but it doesn't seem that's the case.

I assumed that node was probably just ICMP prioritization just because it was always showing 50% loss. I think the concern is the last hop dropping between 7-10% from several tests, but I don't know enough to know whether this is normal.
