Resistance Calculations are off?

Hi, so my account says my resistances are so much lower than they should be. My passives don't cancel out, my armor doesn't either. Why is this a thing? That should be something can be removed somehow... Is it?

It's permanent. The resistance values you get from gear and passives are balanced around this. It's just there to force you to actually upgrade your gear.

If you're not playing SSF it's trivial to buy a few pcs of gear to cap your resists after the penalties. But honestly, even in SSF, it's a non issue once you figure out that you need to focus on gear with life and resists during acts. (Well, not weapons, but everything else.) Plenty of stuff drops.
