Can't invite Jun to hideout, quest completed - never found an syndicate encounter after

Hi,

Been playing standard for quite some while now.
I completed Jun's mission in act 9, made sure no open dialogue windows were open.

I still cant invite her to my hideout.
On my atlas i have atlas missions for JUN which i cant play because i cant invite her.

I also never found an syndicate encounter ever on the map.

not in the act maps.
nor on any atlas maps.(yes without other master missions active.)

I don't know what to do anymore.
I cant play betrayal in any way possible.
